Finland, Finland, Finland

I read this after I managed to get back online after a few days of non functioning dial-up. AT&T still doesn't care if I get connected. At least some of the internet is accessible now

Finland the first nation to make broadband a right


Finland's law which makes broadband a legal right for all citizens went into effect on Thursday. The legislation, passed late last year, guarantees not just access to broadband, but 1Mbps broadband as well.

Even better, by 2015, the government hopes to ensure a minimum connection speed of 100Mbps to its residents. Of course, Finland is a small country of about 5.3 million, and 96 percent are already connected, so the move is mostly symbolic. Despite that, Finland still becomes the first nation to take this sort of step.

It should be noted that this does not mean Finland is "giving" its citizens free broadband. Rather, the idea is to ensure that all have access to broadband. After all, witness the U.S., where satellite or just plain phone access are the only options in many rural areas.
